Why scale it at all? Unless your intent is to give coiners a clear advantage. The only way to do it fairly is to base it off of XP. If there is someone out there killing troops on alts to try and win, first of all they won't win, and secondly, so? Honor change isn't effective, all good players can manipulate honor. It's why their good players, they make troops last. Xp is based of troops killed. Not troops killed vs troops lost, not troops built or npcs farmed. And in a pvp event, troops killed should be all that matters, of course with a multiplier or +points of some sort for caps.
We've been doing unofficial pvp contests since day one, our ranking systems have always worked. Lol. Maybe try one we've used.
