Some time ago some players made thousands of tiny accounts, each of which would continuously send 1 worker spam to a single account. The owner of the account being spammed could not log into his account to defend against the inevitable large attacks that came in the middle of the spam. Several HCs were lost this way. In response to the complaints, Evony began the practice of deleting these tiny spam accounts during maintenance. However, nothing was done about the lost HCs despite numerous tickets seeking justice.
Lately these tiny accounts are being made right after maintenance, giving them a full 24 hours to spam and lock someone out of their account before being deleted. Despite several tickets on this by FireLady795, nothing was done and she lost 2 L14 HCs two nights ago because she could not log in to defend.
Last night right after maintenance another slew of tiny accounts were made and they are now sending 1 worker spam at Almighty07. He has not been able to log into his account all day. Those accounts won't be deleted until maintenance tonight at the earliest. And then, of course, more can be made and doing the same thing for another 24 hours.
I'm not sure what you can do about this, but you need to do something. Perhaps not letting an account attack another who is more than 5 times their prestige. Or, limit the number of new accounts that can be made from an IP.

This is just a sample.
Require them to actually name the account rather than keep the number and require a captcha to prove a live person is creating the account.

You pretty much have to use the same cheeky tactics back. This game is dead in terms of customer support.
