The NPC evolving from the city abandoned by a player, will be cleared away as a flat after the server is restarted.
Battle:
The scouts may trigger a spy war rather than leading to attack the city. Whether to spark a spy war depends on beacon towers and their Informatics levels from both sides.
Once a battle reaches 100 rounds, the Defender will win; however, Attacker will not lose all its remaining troops. The remainder of the Attacker’s troop will return back to the city.
Update: Since people aren't seeing my post on page 4.
We're going to postpone the change to NPC cities. Our intent is not to remove NPC farming, but to remove the over-abundance of NPC cities that currently exist. We do need to remove some of the NPC cities because there are far too many in certain areas.
We would love to hear suggestions on the best way to do this.
