This is the very game mechanic that brought about prestige farming. People realized they were rewarded for fighting stupid, and started fighting stupider to get a bigger reward.
Evony's reaction was to nerf the reward for fighting stupider and reset the prestige of farmers. The problem there however is that the above is still true. Fighting stupid is still rewarded while fighting smart is punished, or at the very least doesn't receive similar reward.
Thats a case of treating a symptom but ignoring the problem.
B: Evony doesn't have rules.
I actually remember reading a post by a rep, who was replying to newbie who was being farmed, and was demanding 'Civony crack down on such behavior.' Was a long time ago. The rep said they couldn't because that would defy the spirit of Civony. You see the good thing about Civony was that it didn't have rules, it just established game play and let you do whatever you wanted.
There are rules governing behavior. I.E I can not mail someone a message that contains a bunch of insults over and over I presume, but there are no rules governing Evony's game play.
No one can say 'this is an exploit, and this is not.' The best they can do is say 'This seems a little bit too good to be true, thus it is all together possible that doing this over and over could break the 'spirit' of Evony's 'integrity.'
Of the two problems, I would say the second is the biggest. Before you can enforce rules you must establish them.
