Issues having legal (criminal and civil) ramifications are best handled behind closed doors.
As a forum operator, I have been sued, for blocking/banning someone who was cyber-stalking another user. (the case was quickly dismissed) If I allowed the issue to be played out on the public forum it would have quickly turned into a free-for-all bashing feast. Not just on the stalker, but on the victim, the moderators, board operators, and each other. The focus on the forum (a game) would be lost. The only thing that needed to be said was person X has been banned, and would not be returning.
