The next time you try to log in (best of luck to you with that), if you read the proclamations section it says "Shooting range of defender¡¯s troops affected by the level of the Walls (the higher the longer)."
Also, battle reports showing a very low number of ATs (around only 5,000), a level 10 wall, and a modest number of ranged defensive troops have been able to hold off very large attacking armies. That would corroborate that defensive troops do in fact get the range bonus.
