Stick with 1 through 4, get a hero with a high Intelligence and farm the 1 to 4looking for Rose and Lion medals.

If you insist one having higher, I suspect Valleys are like NPCs. 4 is glass cieling for win without loss. Most prefer to throw in a bunch of warriors so they get loss there anyway. That way the hero levels.
