It's quite simple, you lay some bait in the form of a topic and then see if you can hook an admin or mod into reading it.

Now there will have to be a sliding scale of point scoring too. It goes something like this:

Base score for attracting fish of types:

Mod - 10 points
Admin - 20 points
Evony Employee - 50 points
Troll Fish - -1 point per troll attracted

Score modifiers:

first phase:
x2 - you catch more than one fish, multiply the score above by 2 (excludes troll fish)
x5 - you catch two different types of fish (note this applies INSTEAD of the x2 and excludes troll fish)
x 10 - you catch one of each type of fish (instead of the above multipliers and excludes troll fish)
second phase:
x 2 - the topic is relevant to the fish caught
x 0.5 the topic is random waffle and irrelevant to the fish
x 0.1 the topic earns you an infraction
x 0 the topic earns you a ban

final phase:
x 50 the topic is both relevant AND gets a successful and helpful answer
x 0.5 the topic attracts the troll fish and goes off topic and does not recover before being locked
x 0.5 the topic is smacked down for being a duplicate entry
x 0.5 the topic is smacked down for being in the wrong place
