    OK, points.
    1. The type of medal seems to be directly related to the level of the location you are attacking with a primary medal that is most likely awarded and a slightly lower chance to recive both the next level up medal and level down.

    2. It seems that the chances of which of these 3 medals drop (if a medal is rewarded at all) can be related to a kills vs loss ratio where losing ordinately larger numbers of troops to win the objective and also the inverse, killing a much larger number but still losing somewhere around a fourth of that number from your own troops and winning.

The chances of a medal droping from combat seems to be based on 2 things.

    A. The number of combat rounds occured weighted by the number of trooops engaged in combat.

    B. The number of units lost in combat.

    C. A randomly generated value that is added to the first 2 to give a composite score as shown below

    A + B + C = X

X >= (determined value) then medal awarded

x <= (determined value) then medal not awarded

    Further expanding on A:
it would seem that there is a function to determine the relative matching of forces between attacker and defender, where as total attacking units is added to total defending and then divided by 2. If the result is determined to be close enough to 1 (or mathmatically even) then there is a new calculation for the range of total combat rounds. This would then total the number of attacking and defending units and give and adjusted range of combat rounds for a positive result. Basically if you pit 100 archers vs 100 archers you'd want to see this combat completed in 15 rounds if they were perfectly matched and even. This then would be the accepted mean range for combat at these numbers, with the variance being roughly 2 rounds on either side. This number would then adjust up depending on how many more units there were attacking and defending.

    edited for clairity.
