Guess we are just assumed to work with what we were given, which are the variables in the question. I dont think that this question was meant to be a trick question.
If you can only refill your gas tank when you reach Zero. the second it begins to refill it is no longer at zero and it could not refill any further. Thus making a full tank impossible. Due to the extremely low levels of fuel (almost vapor) the combustion engine of the car would not work and the car would be unable to travel any distance what-so-ever.
Eventually the durability would wear out, and since the gas tank would be constantly refueling, then durability would never be restored due to the prominence of the Gas tank
As pointed out before, the car could not leave the planet if it's existence depended upon it. The initial velocity would have to be 17500 mph to escape the earth's gravitational pull, once a certain distance is achieved then speed can be reduced due to the decreasing gravity
In conclusion
it is impossible unless the the car is driving around the earth inorder to see the moon rock in the Smithsonian, in that case the car would be traveling the equator 9.58 times. seems a little excessive to me.

There are things left unsaid here. Does it stop when refueling for example? If the consumption after that first tank is emptied (15 L) will be under what it gets (17 L) and it refuel 'under way' then that part of 'formula' falls away all together. Also the rocket car will be in free fall for its journey to the moon, so it just have to reach that 100 km speed once and then turn of the engine to 'coast' the rest of the way.
