I would turn the 7 on its side, and rotate the equals sign 90 degrees, and with a little rearranging, you get 6 < 1124
Edit: Another way to do this would be to take the two lines from the 7, put them together, and rearrange to get 4 + 2 = 6

More Riddles!
1) Two trains entered opposite ends of a tunnel at 9 o'clock; however, both trains exited the tunnel on opposite ends unharmed. How is this possible?
2) You find yourself lost in the woods and decide to take shelter for one night in an old mansion. You walk inside and find an oil lamp, a stove, and a fireplace; however, you only have one match. Which do you light first?
3) Every week day a man comes home and takes the elevator to the 6th floor of his apartment building and walks the remaining 3 floors to his room; however, when it is raining or when he brings a friend home, he takes the elevator all the way to the 9th floor. Excluding the fact that the man may want to walk 3 flights of stairs almost every day, why would he take the elevator to his apartment floor only on some days?
These are some really old riddles (and easy). I need to find some good ones in a book I have stored somewhere. Like 10,000 riddles all in one book.

1. One at 9 a.m., the other at 9 p.m.
2. The match.
...and number 3 stumped me.

Well 2^4=16
If you take out the '^' symbol and just make 4 a superscript, that makes it right I guess doesn't it?

Multiple tracks in one tunnel, one at 9 AM and one at 9 PM, or different days.

He's a midget, he can't reach the buttons above 6 and he either needs someone to help him, or he pushes the buttons with an umbrella.
