Valleys take an hour or so to fully regenerate -they don't do it right after you attack. NPC cities take longer, depending on their level. There's no way you can hit one fully regenerated valley as often as you claim on a daily basis; you can only make 22-23 effective medal attacks each day on any particular valley.
