It's a game mechanic. An intended game mechanic. Peacetime is not usable whilst an attack is coming.
Teleporting comes at a disadvantage, you can no longer protect your valley's or other cities.

The fact of a troop attacking a coord comes as basically the villian in the movies;

Joker places a bomb just below the cat-walk Batman is -sure- to cross, with his precious side-kick Robin tied up on the other side. Batman quickly heads for his friend.
Batman; I'm on my way!
Joker; Ahhh, you won't catch me! *Flee*
Batman; I must save Robin! *Bolts over the catwalk and goes boom*
Batman; Arg! I'm wounded, but I'm still on my way!

In a sense, you lost your troops. Woo. Build more?
Alternate universe:

Batman; I must save Robin! *Bolts over the catwalk and hears a ticking, quickly ducking back as it goes boom. He jumps over and gets Robin anyways, unhurt*

Hooray! You realized they moved! You kept yourself from being blown up.

Edit; And on the Valley's changing... Uhh, they gradually die/build up over time. If they didn't, you'd have to actually -Look- for a certain level valley if all the ones nearby are level 10, permanently.
Not sure how you figure the batman annalogy fits. Work one out where it's the bat plane on autopilot while batman goes off to sleep and it might apply better.

Again, you want the game to be able to override your orders if a flat changes states? What if I don't? Whos choice takes precidence here? And yes you can recall marching troops, I've done it on attacking troops, reinforcing troops, and transporting troops. I've warned people they were attacking a flat that I had troops at that would have wasted there army since they didn't look to see if the flat was owned and every time they have recalled there troops. I've backed up my threats of force at people threatning my allaince members by sending large armys on up to 19 hour marches and recalled them once the offending person has backe down. The key is when you send out troops, you must pay attention to the situation as it unfolds and be prepared to change strategy at a moments notice. If you send your troops to attack someone then walk away you need to be prepared to accept complete and total defeat, realisticaly every time you send forces out you need to be prepared for complete and total defeat. If you don't want to pay attention then by all means don't you don't have to but don't complain when things go bad.
