    That would make an immediate take over. Might as well surrender. I don't war much so I don't know that answer.

    Yes, this game doesn't really have an "under attack" status, fights are instant and then they're over. The red flashing report means an attack is coming, and you can abandon your city before it hits.

    Yes. It will turn into an NPC. The level will be that of the flat on which the city was built.

    Not sure how this is general discussion...

    Yes. And it's a common tactic that's used when you can't fend off the attacker and you want to **** him off.

    When your city gets very low on loyalty, abandon the city. It'll turn into an NPC and, depending on the level of the flat, the attacker's wave might get wiped out (possibly several waves).

    Unless they clock on and recall the attacks. Although a lot of people don't check regularly, especially when the loyalty is low; they tend to sit back and relax by that time since the worst of it's over.
