It's a simple matter really. I absolutely must hit a minimum number of NPC's a day to keep my army alive. Anyone, from any alliance at all, who threatens my ability to support my army are subject to be destroyed.
You ask how do I know who did it? As others have said it isn't too difficult to find out in most cases. In the case of uncertainty I send out a mail to everyone around the NPC's in question that if my NPC's dont start coming up full there will be some brand new NPC's in 2 days. Is it mean? Maybe, but might equals right in war.
Anyone hitting my NPC's is destabalizing the infrastructure of my kingdom which is an act of war. If an ally aggressively begins to farm my NPC's I can assure you my first thought would be they are trying to cripple me before they can turn on me. Hitting a potential opponents NPC's before a war is not only a good tactic but one I've seen used very effectively so it's not like it's out of the realm of possibility.
Now for the ownership portion of the debate. My NPC's are mine for two reasons. I created them and you can create your own you lazy *******. Pretty easy. I invested resources, time and energy on their creation. You can do the same if you want some. There is still alot of room on the map even for an older server with tons of spots you don't want to be caught in. Tele or build a new city in a vacant area with lots of flats and create your own farm.
My alliance is currently at war with 6 of the top 10 alliances on my server and my alliance has 15 players, ranked 92. If we show weakness for one second we'll have hundreds of thousands of Cataphract headed our way immediately. I maintain a standing army in the millions to prevent exactly this. Strength in Evony is determined not by prestige or honor but by troop count. If you are not forcing yourself to farm a large number of NPC's every day then you are not properly utilizing your avaliable resources.
