A good portion of early civilizations were matriarchal. Gods and goddesses were equally worshipped and feared. In fact, women were not subjugated to men until somewhere around the middle ages in most regions.
A few notable female rulers:
Cleopatra (Not as pretty as depicted.)
Catherine the Great (Rumoured to have an... appetite... for horse..meat...)
I can't think of any others.
Oh, that child Emperor, who's Mother ruled until he was old enough to take the crown in the Roman Empire. She actually had him like a puppet after he took the crown...
