One thing I notice is that you said that's how wars started.
If you found a nice spot with lots of barbs and only 1 guy in that area. That's probably the guy who made all those barbs. You advance teleported in there and start farming those left and right. The guy asked you to please stop farming those barbs. You said "first come first serve" and then a war started.
To most people they RELY on "their" ("their" from their pov of the barbs they raised around their cities of course) barb farms for their army SURVIVAL. They may not be greedy if all the food from those barbs is barely more than their upkeep. They can do 3 runs a day for about 180M. But getting 3 full runs a day from a level 5 town is very tricky, if not impossible. And those 180M food a day (this is from 30 level 5 barbs) will last his army, for... JUST THAT DAY.
So you see, you're putting the guy in a spot where he HAS to take you out or else his army WILL just go into refuge.
So now what does he do? Send his waves of 90k archers among other things to your city or just see them slowly starve and refuge?
The answer is pretty clear isn't it?
You are right in the statement that no one really "owns" the barbs cities to "officially and legitimately" claim the rights to their resources. BUT, if you're going to farm a "claimed" barb farms, make sure you got the juice to push the guy out.
