That'd be me...and I did mention the target was inactive. I'd been mailing him for almost 4 days with no response, and his prestige never moved even so much as a hair, nor did he respond to my daily scouting missions in the 3 days prior to my attack. The only thing that ever changed in his city was the increase of resources onhand, not his troops, buildings, or resource levels. He was also not in an alliance.
This all tells me he went inactive.
But, I think there is a difference between what could be considered 'routine raiding'...even on active players...and what amounts to terrorist tactics to get a player to leave the server entirely. How can any new player ever hope to grow in the game at all under those circumstances?
I think it comes down to what did the Dev's have in mind here? An all-out brawl kind of war system, or a more 'Civilized' approach? Do they want this game to be a RageQuit playground, or something the average Joe and Jane can play and enjoy?
Neither way is wrong...it just targets different segments of the gamer population is all.
