What if the system was configured to provide incentives to alliances to take in newbies and assist them in growing into the game? This might take some of the "fish" concerns off the table.
What if newbies were given more of a jump to get better established in the game? A longer buffer? Better starter packs?
What if newbies were given a nuclear device that had some form of inverse protection built in? A time out function, if you will. Set it and marauders have their entire force decimated. Land mines? Yes, I know this is Middle Ages but I'm just being exploratory here. Moats?
It is certainly true that those in the game the longest will have distinct advantages over noobs. There needs to be some way that the newest members can come in and enjoy this game. Otherwise, this game will surely auger into the ground and become nothing more than survival of the fittest.
One suggestion might be to make the barbarians an easier target than players. A barbarian of the same level will have better armies and defences. If the rewards for taking them out were better than a "newbie" player I think that people would start following what it would appear that they wanted.
One of the goals of the game was to wipe out the barbarian hords. When you attack them, army losses are greater than the rewards, so point being that it is a waste of time to attack them. In this it pushes players to attack other players......
