The games layering mechanics and 100-125k deployment caps mandate multi-wave attack groups when hiting non-trivial targets. If your opponent is online and knows what he's doing, all waves in any given group need to fall within a 1-3 second attack window to prevent him from playing gates or medic-ing his layers between waves. Getting scouts in between each wave is literaly impossible in that time frame -- and you need to sacrifice valuable attack waves in order to even try.

If the game engine were set up differently, then the 10% rule might be reasonable.

As things are, though, if you can't get information on the effectiveness of your attacks -- cant study your failures in order to improve your future performace -- then for the game is over. There is literaly nothing left but the little hammer guys and watching bars move across the screen with all the excitement of at torrent feed.

No one is just going to sit with a million scouts in each and every town, if they are they're wasting food that could be used on more useful troops. And if they are and you can't get a scout report you shouldn't be setting up multi wave attack groups of ANY KIND against an opponent you HAVEN'T scouted. If your opponent is online and has this kind of troop deployment you shouldn't be attacking him. Do you get the point? Change your damned tactics and get a facking scout report before you go setting up your multi wave attacks on someone of this stature. Scout him multiple times, if you can't get a report, build a million scouts, send throw away heroes, scout him until he has no more scouts. Once you see what he has then you can set up your multi wave attacks. If you're of the ability that you know about the need for multi wave attacks landing within a tiny window then you should have a great idea of what each wave is capable of. Scout just before the main assault and after. Better yet FIND A TARGET THAT ISN'T ONLINE and try different waves out, scout before and after, and observe the results. In short: CHANGE YOUR TACTICS.

I will grant you that this kinda screws over some of those new to the game. But, then, we were all new once and it's hard to say how this would have affected me as a newb. Hopefully I would do the same as I did then. I read up on the forums and listened to what others were saying before I blindly sent 100k archers to get smashed on someones walls.
