Well, increasing your tax rate decreases your loyalty, which decreases your population. So, yes, it does, but slowly.
This is the silliest thread I have read to date. It is also an older one so the equation may recently have been changed. But this IS how it works now.
you take your population limit (we'll say 50,000 for the example)
subtract your workers. (17,000) leaving you with (33,000) idle people.
now, for every % your tax goes up, your loyalty will decrease. For every 1% your loyalty decreases your population will stabalize 1% lower...
There's probably a simpler equation then mine, but I'm not huge into math so I keep it simple.
Max population - working population = idle (keep the number in mind)
Max population * .66 (% tax rate) = How many people will leave at 34% loyalty. Keep playing with % tax rate until it is close to the number of idle people you have without going over it.

Tax rate depends on your cottages, easy greasy. You don't need to worry about anything but keeping a positive rate for your tax income (gold gained from taxes is frivelous after BP period) so you don't lose money. Besides that, you only need enough idle pop to support the number of troops you will train in the future. I'd say a good number is 4K minimum idle pop. Up your cottages to the max, with a minimum quantity so you save room for barracks and warehouses. So there is no "perfect" tax rate, except maybe 0. 0 tax rate would allow your loyalty to be max, so your city is harder to take and your pop is at the max to build massive troops fast. That is if you can keep gold in your town hall.
Finally some sense
The object of the game is not to raise gold. In fact, gold is pretty much useless in the game. It is needed to pay heroes and pay for academy. Keeping your income in the green is the only thing to do.
When you need money fast, sell products, it's instant. Need products and you have to wait 30m.
Gold worths less than loyalty, products or time, so why trying to get that much.

0% tax rate is best because loyalty 100 = 100% max pop = more troops
What you want to do is get another BARRACKS if you have too much population, you shouldn't have too much population EVER. Thus, use 0% tax and produce troops twice as fast as using 50% tax.
There's a reason I have 50 barracks between three cities.
