    I dont think the scouting is bugged at. It's called random chance. Your scouts CAN fail given the factors of beacon tower levels between the 2 cities. There is also a chance, that resending that same scouting party would succeed.

    More than likely the reinforcements arrived seconds before your attack hit.... and with them reinforcing just archers as a previous poster mentioned they can reinforce much quicker over 41 miles than you can attack with transports.

    I think of it more as intelligent planning and I happen to use this tactic everytime if I am online and dealing with incomming attacks.

    One thing to try to counter is to not send slow units (like ballies and transports), and send a scouts camped to hit 15-20 secs before your attack hits so you can see if he is reinforced and you might have time to cancel your attack before it hits. This isnt a guarentee around it, as those reinforcements could arrive literally secs, if its timed right, before your attack hits.

    (Edit - in regards to getting troops counts. It's recommended to have a high intel hero on the scout run for the best intel. It isnt always needed 100% of the time, but if you arent getting the numbers theres a good chance thats why. Also a new rule was created, that if you dont kill at least 10% you wont get any info)
