Third option, he has got a lot of defending troops in his embassy, from his alliance. I'm not sure if they show up, but they defend nevertheless.
You really shouldn't give advice if you don't understand the game at all. First off, last I checked, you don't see Scouting waves incoming.

22 million is not alot of food.

If an alliance has troops in your city it shows up on scouting reports, assuming your scouting effort succeeded.

You can reinforce ALOT faster from 40+ miles, than you can attack from 11 miles. Especially since you sent transports. Probably took your attack an hour to land, but you could reinforce with archers from that distance in like 15 minutes.
