How to build a Second city

THIS IS THE WORST GUIDE EVER - The game is very clear on how do do this.

What *I* want to know is: why doesn't the technology, heros or valley plus-up from my 1st city apply to my second city?!?

You have to have your academy upgraded to get al the buffs from farming and stuff you dont get it straight away when you have it.
That would just make the game too bloomin easy and this guide is good kudo's LordSohan
The heros you need to recruit new hero's from the inn in your 2nd city you can transfer.
Have fun and i hope you will stop complaining now

Is there any advantage to choosing a higher level flat?

The only advantage is that if in future u got raided badly and u're about to lose ur city, but u do not have truce agreement, city teleporter etc. The last resort is to abandon ur city if u don't want ur enemy to capture it. When u do so, it becomes an NPC of the same level as the flat. So the enemy troops will continue to march to the same location but because u've abandoned it, his army will have to fight against the troops in the NPC city instead and might lose heaps of them.
