This question is very much a chicken and egg question.

First you must agree on a definition of peace; perhaps the complete lack of conflict between groups of power.

Then there are groups who stand as an absolute between peace and conflict; you can not have peace as long as they exist along side other groups. One of the most widely known would be the Muslims (absolutely no offence offended.) Therefor teaching acceptance is not an option.

So do you wipe out all of humanity so there is no disagreement? Do you decide for everyone what is right and wrong and use force to bring peace?

As long as people have independence there will be conflict.
