You must set your goal to getting ballistas.
Not a very smart thing to do because the best goal i the beginning is production.

You need to build:
Forge lvl 4
Workshop lvl 5
Academy lvl 4
Barracks lvl 9
Military Science lvl 4
Metal casting lvl 5
Archery lvl 6

And that's basically all you will be working on before BP ends.
