What is misleading is the wheel itself - the player thinks that each point on the wheel is equally likely to be chosen, so it looks like the odds of getting something great are quite high on each spin. In fact, the decision has already been made, and the wheel is populated with random items - NOT weighted the same way as the weights used for the actual reward, otherwise the wheel would always show 80% (or whatever) dribble. Not nearly as exciting.
ETA: Not quite right, above, as it seems that certain spaces on the wheel are more likely to be hit than others - see the posts on p.3 or 4 with link to HODS' wonderful info. The wheel remains misleading, as it's rather like a rigged roulette wheel (and of course the results are set before the wheel animation has occured).
