It basically comes back to mutual respect. I think all people have the ability to get an issue, suggestion, praise or complaint in a way that does not have to come across as an attack. That doesn't mean your complaint or other item is any less effective; I would say that it instead solidifies the relationship and fosters better communication and response.
Evony has a fantastic community of players that truly have made Evony: Age I the fastest growing game online. I personally look through game suggestions (as well as taking reads over other forums and threads) each weekend, sorting out potentials. The forum moderator team do a wonderful job with the hard task at keeping the forums orderly and tidy. The community liaisons are here for you and they do an incredible lot of work behind the scenes taking issues to the development team.
All in all, you're free to comment, provide suggestions, constructive feedback or praise. Do it in a polite, mature way and I don't see any issue at all as long as the forum rules are not circumnavigated.
