Actually, in my opinion I find that level 10 Town Halls make you a bigger target for larger players. I'd rarely attack a little Village when there is a huge city right next to it.
Perhaps it's a personally preference but with a bigger Town Hall, you're bound to get scouted by the big guns more often then with a Town or Fort or even village.
Equally one could argue that the small time villages are easy and cheap raid bait becasue they're not like to have any defence. A quick, cheap way to grab free resources w/o irritatin' anyone dangerous.
I guess it's jus' based on who's around you? If you're around hoardes of City icons, then maybe goin a small village is better. If you're near villages/forts, then City is what you want.
in my Warehouse City, I have the TH at lv4 so it looks like a village, so the big guys won't look at it, but has swathes of scouts, ATs and lv10 walls to punish any low lvls who try to take it!
Sayin' all that, havin' a Fort will pretty much guarantee someone has their eye on you no matter where you are o_o

Aye..s'probably not so great to detail that specifically as a defensive mechanism, as much as things to consider when preparin' your defences. We'll put that in the "keep an eye on the environment" category...zanshin for you, right there.
