This is what i always do on new servers. works pretty well(:
*note that you can use guidelines however you like, and promote however you like*
Also note that i don't make a bazillion barracks. I make 13. You can adjust this to make as many barracks & cottages as you want.

Build 4 lvl one cottages.
[collect quests]
Level all cottages to lvl 2.
[collect quests]
Build a farm, sawmill, ironmine, and quarry.
Upgrade sawmill and quarry to lvl 2.

Build inn and feasting hall
[collect quests]
Hire a hero (preferably 60 or above politics)
[collect quests]
Appoint mayor
[collect quests]
Collect Beginner's Package from the orange present. Go to My Items and use it.
Go to your hero, click the green plus sign and click use anabasis.
If you're hero is level 1-3 upgrade them, if not, wait and do the following step once they can upgrade.

Use hero hunting.

Change production rates to 100
[collect quests]
Change tax to 20%
[collect quests]
Change city name
[collect quests]
Change flag
[collect quests]
Build marketplace
[collect quests]
Sell 1 food
[collect quests]
Buy 1 food

Build rally point and a barracks
[collect quests]
Build beacon tower
[collect quests]
Upgrade ironmine to level 3
[collect quests]
Build forge & upgrade to level 2
[collect quests]
Build workshop
[collect quests]
Build warehouse
[collect quests]
Demolish warehouse
Build a wall
[collect quests]
Upgrade town hall to level 2
[collect quests]
Build an embassy & use beginners guideline for quest

Build academy
[collect quests]
research agriculture
Do a stone levy and praying
[collect quests]
Upgrade beacon tower to level 2
[collect quests]
research lumbering
Upgrade beacon tower to level 3

research military science
Upgrade walls to level 2 & use primary guidelines for quest

Buy an amulet from the shop
[collect quests]
Use your amulets
[collect quests]
Upgrade academy to level 2
[collect quests]
research masonry
Upgrade town hall to lvl 3

research mining
Collect the Lords Package & use it.
Upgrade academy to level 3

research informatics
[collect quests]
research mining level 2
Upgrade forge to level 3

research metal casting
Upgrade forge to level 4
[collect quests]
research military tradition
Upgrade academy to level 4
[collect quests]
research iron working
Upgrade barracks to level 2

research military science level 3
Upgrade barracks to level 3

Upgrade all cottages to level 2
Use civil code

research logistics
build 3 more farms, 3 more ironmines, 4 more quarries, and 5 more sawmills.

build 12 more barracks
