Can anyone explain how someone can teleport his city on top of a npc (with an adv city teleporter) and sent out attacks immediately without having to wait 24hrs?

More likely they captured that npc and made it their own.
It's impossible to see what another player is doing in regard to attacks against npc's so all you would have seen is a flag change.
Now, you came into the forums to ask a question. There is a specific section for asking questions and seeking help and it is not General Discussion. I have noticed this is happening quite a lot lately. I am happy to try to answer any questions that I can, but I would prefer it if you and others took the time and small effort to post in the right section.

and he did not capture the npc.. just landed his city on a flat where there is an existing npc
How do you know that he didn't capture it?
You can't tell if someone else is attacking an npc, or how many times they have been attacking it.
There are two things wrong with your theory.
1. You cannot teleport onto an occupied flat.
2. You cannot attack for 24 hours after using an advanced teleporter.
Have you ever heard of Occam's Razor?

Cmon, everybody knows you need a Gilette Razor blade. 3 shaving blades give you such a better shave then the simplest blade out there. Also, Occam's razor might be the simplest to use, but its the most likely to cut you as well. lol
But yeah, more then likely captured the NPC and used it as a forward base. Common tactic by vets.
Remember, the simplest solution tends to be the correct solution. (Occam's Razor.)
