1) Build a cottage
2) get the quest for it
3) upgrade cottage
4) get that quest also
5) upgrade town hall
6) build a farm
7) get quest
8) build sawmill
9) get quest
10) build ironmine and quarry
11) get quests for them also
12) build lvl 1 embassy
I do this every time and it always works

No. He's talking about the Goal being the Embassy.
You can't join without an embassy.
