Regarding Prestige, your post was flawed on quite a few accounts.
1) Any player can migrate to a newer Server. Assuming they are "still learning" would be a costly mistake.
2) Any player can willfully reduce their Prestige, and it has been commonplace for players to do so. It stems from Prestige's lack of "Prestige". There's no point to the number so it's more entertaining to reduce it and let players attack you.
3) A player with over a million Prestige doesn't mean they are knowledgable. Any player can horde Prestige. Its easy and people do it all over the place.
So in the end, the only things a player should take into account is a Scout Report, and the number of allied cities a player has around them. Those are the only two things that matter. Prestige & Honor are worthless.
