I had follow your method on server 72 but after wasting about 7k scouts and no success; instead i found out something interesting in the process. I think that servers 70+ follows the different rule than the rest because i found 6 medal yesterday by hitting valley lv7 and lv9 after let them respawn for an hour. Although no rose medal I manage to get 3 cross, 1 lion, 1 justice, 1 honor. NO medal I ever found are on lv1-6 and i must have hit them more than a few k times for the last 2 weeks, I have hit NPC every hr but no medals either, but other people seems convince about NPC so I guess I will continue to try but so far lv7-10 valley are my best bet for medals.
