Is it worth having each hero good at only 1 thing, for example I would redistribute all my points to my mayors politics and none on attack etc

yes thats how you should do all heros.

as you can switch mayors to benifit different things.

For instances:

Politics: Producing resources and reducing building time (including wall defenses)
Attack: Quicker build time for troops and makes your troops and defenses fight better in defense.
Intelligence: Decreasing research time

ok thanks and an unrelated question if I were to teleport my city to a different position is it perminant and do i have to choose a derelict city to teleport to?

There are 2 ways to teleport:
You can use the City Teleporter. Your city will be teleported to a random spot in a state of your choice.
You can use the Advanced City Teleporter. You can choose the exact coordinates where you want your city to be teleported to. This place has to be an empty flat and you can't move out your troops (so neither do scouting or attacking) for the next 24 hours.
