It can make international policy and law. But those really only affect UN nations. Not every developing country. Any country can ignore any UN law. There's no real possible enforcement other than "sanctions" which almost never affect those in power.
However, most countries are about a million times more receptive to accepting laws like environmental restrictions over monetary rules.

I can tell you that your not allowed to spend money on that game you want and you must buy this lame one for $200
Which rule are you more likely to follow? What would your reactions be to these two statements? Messing with peoples money gets way more negative reaction than some rules about courtesy.
