It can make international policy and law. But those really only affect UN nations. Not every developing country. Any country can ignore any UN law. There's no real possible enforcement other than "sanctions" which almost never affect those in power.

However, most countries are about a million times more receptive to accepting laws like environmental restrictions over monetary rules.

I can tell you that you can't smoke in this building
I can tell you that your not allowed to spend money on that game you want and you must buy this lame one for $200

Which rule are you more likely to follow? What would your reactions be to these two statements? Messing with peoples money gets way more negative reaction than some rules about courtesy.
    True

StormSurge - I already have the whole "environment affects everything, not just the poor" argument.

Any other ideas would be appreciated.

Not sure you can use this, but say that through battling climate change, employment of the poverty stricken is able to occur because projects of conservation could be undertaken that could employ unskilled poverty stricken labors thereby helping them out to.

Well, I'm tired of these forums. Very little humor in them anymore. Adios all.

I guess you could say that focus on enviromental policies does even out the wealth a bit more because major corperations have to spend money to either buy carbon credits from more impoverished nations, or to improve their processes thereby getting more money into the system that finds its way to the lower classes through wages.
