Not really.
If you look at some of the links you will see that a lot of rep was earned for saying something amusing and some was earned for saying nothing much at all.
Even less relevant are the rep circles. They go something like "I will rep you if you rep me, but I need to spread it round so who else can I rep so they can rep me too?"
