That's not really what Eintein meant by that quote. He meant that WWIII will use weapons so powerful that our civilization will be rocked to its core. Essentially, humanity would live on, but there would be no order to our existence.

No, not really. Basically, what he meant is that we have created weapons so devastating that they can annihilate our civilization to such a degree that the few survivors are reduced to the level of Neanderthals.

I think he means we would build floating colonies and filter the air.

What air? Uranus has no air, because that word refers to the atmospheric mix on Earth, which is mostly nitrogen, about 1/5 oxygen, with small amounts of other gases. Uranus's atmosphere is COMPLETELY different. It's not like it's a complete clone of Earth, except with some poisons floating around. It might as well be a ball of gaseous iron for all the good it would do you.
