The Joker, because I have never seen any fictional character that had so much...character, and personality written into it. He actually changes his origin story to fit his mood.

The Silver Surfer was pretty cool.
He started out as a villain in The Fantastic Four but was so popular he became a super hero with his own comic series.
That was when comic book art started to shift in style as well.
For sheer comic value, I always liked Bizzaro Superman.PEACE
