Your work is no doubt excellent & accurate but you say that you get no medals from NPC's.
Well I hit about 120+ LVL4 & 5's a day & I get a good 40% drop rate for Lion, Honor, Courage, Wisdom & Freedom medals.
Nearly 50% for the 20 or so LVL7's to 10's.

I don't actually need any medals as I have in excess of 3000 & have Prinzessin title, so this might account for the increased drop rate.
The system seems to be set up to give you what you least need whether it be medals or from the Wheel of MisFortune.
