I think the two are intwined. If humanity is constantly striving for betterment, it becomes an unchangeable part of human nature. For the most part, however, I'd agree with the unchanging human nature. It takes quite a bit of outside influence to change a person's views. Without it, humanity tends to "rut" itself into inflexibility.
