Were weather manipulation even remotely possible, you would need to control it on a global scale, which you cannot do from a singular location on the ground. You would require to be able to view the entire globe at once, to be able to manipulate thermal currents, air currents, everything that contributes to weather, to make it go where you want it to go, when you want it to be there.

As said by others, this would affect the entire world. You are taking all that makes up weather and centralising it in specific areas, which would have MASSIVE reprecussions on the rest of the globe.

And on the scales a governement would use such technology, military, political, it could cause natural disasters, or they could simply cause famine to nations that don't bow to them.

Back to my first statement, such technology is not possible, you would need a secure satellite network covering the entire globe at once, which no nation has.

However, you mention an artificial snowstorm. Its not manipulation of the weather to create a fake snowstorm. For it to be fake though, it would have to be fake snow, at the very least.
