Having the same I.P. means absolutely nothing. Three different people play from this house on the same wireless network with one modem, meaning... three unique people with one I.P.
Someone else mentioned people who log in from internet cafe... add to that the hotspot at the coffeeshop or your school's cafe.
If you're using a laptop an you connect to your wireless at home, then again at school, then again at the coffee shop, that's 3 diff. I.P. addresses for the same player in 1 day, so the opposite is also true.
Also, if you're a gamer there's a good chance you may realize that some people might try to get your I.P. address for malicious reasons. So you might use a proxy to mask your personal I.P. address. Out of 22,000 players on one server, if 10% of them log in through a proxy what are the odds that several of them use the same proxy server? Pretty high, actually, since allot of gamers recommend their favorite proxy to their friends, and guess what? To the game's server all of them would appear as the same I.P., so that could be thousands of people playing evony who all have a similar I.P. due to logging in through the same proxy.
So, once again, it's not as easy to detect and identify which are valid and which are not as you might think.
Also, out of all the players on evony do you think that just because you see Bob and Bob2 that they are automatically the same person with two accounts? What if there are two Bobs, and the second one found that the name he wanted was already in use when he tried to create his account so he went with Bob2?
Yeah, yeah, there's people with multiple accounts, but it's most likely allot fewer than you believe and not nearly as beneficial as you believe. Having 8 cities divided between 4 accounts isn't honestly going to help anyone achieve much other than use up allot more time bouncing around trying to stay on top of all those accounts. The ones who try to do that are likely to have multiple small accounts and never build anything significant in any one of them simply because they wouldn't have the time.

WOW If some one is playing with 4 accounts, they need a life. I have enough with just one two would drive me crazy. But I don't think it is cheating at all, if there the ones playing there accounts....

Even when we have sent chat copied text with basic proof of a multi, Evony has not seemed to react.
But....the eternal ray of sunshine REALLY wanted to see you, so I helped brighten your day by removing the city from around you! ^.^
"Don't do that because I said so" is the worst thing you can say to a gamer. You know they are going to regardless of what developers say. The only way to enforce something you don't want done is to put it in the code.
More than one account is a problem for me, but not because it gives the person more cities. It makes scouts obsolete. All they need to do is get one of the multiple accounts into your alliance. Once that is done, they attack you with one warrior, then look at the war reports in your alliance, and bam, they have their scout report on what you have in that city.
It's something that needs to be fixed desperatly.

Still means nothing. I can log in from my desktop at home, from my laptop at the coffee shop, from the computer at the library, from my desktop at work, and maybe even from my friend's computer while I'm at his house. Meanwhile, my son and daughter can both log in to their game accounts from my computer at home, and they might even both be logged in at the same time in two different tabs taking turns at the keyboard.
My point is, even if a person logs in from more than 1 computer or more than one account logs in from the same computer that doesn't prove someone is cheating and doesn't even make it likely. It's simply not easy to detect who is sitting behind a keyboard, whether you're talking about I.P.'s, MAC addresses, or unique computer keys.
