lol, Prestybyters can send group mails, they are also valued more in decisions that a normal member. If you have no say in what goes I suggest you leave your alliance.

Er.....what? Prestybyters cannot send group mail in the same way that hosts and VH can.
It requires a few extra button clicks, just like everyone else who can't declare war.

Being able to invite and expel members can be a useful function for presbyters. For me, it's the officer rank that's not very useful function-wise, since all the alliances I've been in delegate application review to presbyters or higher.
Other than that, presbyters can have whatever authority over the members that you would like. For instance, in my alliance, my presbyters were always my war generals that coordinated attacks against enemies, oversaw alliance defence or army organization, or kept my alliance up to date with scout reports and enemy movements, allowing the higher positions to focus on diplomacy, internal affairs, or general alliance maintenance.
Even my officers, who otherwise only have the power to invite people into the alliance (which I didn't even let them do), were in charge of helping/training new members or providing/organizing relief support to those that needed aid, and generally just making sure all players were on the same page as far as alliance-cohesion went.
So while the positions might not be all that useful function-wise (especially for smaller alliances), they can potentially be shaped into whatever is needed by your alliance, role-wise.
