I've actually seen battle reports that more or less support the base range +200 theory. I've seen it in valleys and in cities; unless there are opposing cavalry, your cav can reach archers or archer towers in the first round and begin laying the smackdown instantly if there are no traps present. As soon as you throw ballista into the mix though, Cav strikes fail, in towns and valleys, because the starting range becomes too great for the cavalry to cover in one round. Hitting level 10 valley with just archers +layer results in archer deaths if it contains cav. I threw in 5k ballista, and only one pikemen dies while the defending forces get butchered.
The 'flying cavalry' phenomenon only occurs in specific circumstances, and largely occurs because the fastest combat unit acts first, with defenders favored over attackers where equal speeds are concerned.
