Since you obviously know nothing about Halo I'll enlighten you. Spartan II's are selected from a very narrow gene pool of potential recruits and trained at the age of six to be mankind's greatest warriors. At the age of about 13 they go through a series of cybernetic and chemical enhancements that put them at a level far above any human. At the age of 14 John (The Master Chief, for those who don't know) was in a fight with 4 elite soilders and killed two of them. The average Spartan can run at 55KPH and lift three times his or her body weight, and the titamnium grafts make their skeletal structure practically unbreakable. And that is without the armour.
MJOLINER armour is hardly mass-produced or standard issue. It was designed specifically for Spartans. Besides the compsite allow shell, which can withstand bullets and disperse a certain amount of plasma, and the energy sheild system, there is a liquid crystal layer that amplifies force. It double's the user's strength and speeds reaction time by a factor of five. Its so reactive that non-Spartans would die if they attempted to use it.
