The formula is one that has been devised by some player somewhere, of which I know not who, but who deserves credit for making such. Therefore, I give this person (who I don't know) that credit.

great info, never knew this was even possible.
My hero has only a 40 attack level, how do I get it to 700
what the heck are those numbers man......i can't get the in and out of it.....
i did not understand these numbers. does it means that any amont of troops can be made with the attack lvl hero and techs?

The numbers on the very top of each column specify the level of technology, the technology being Military Science (MS) or Metal Casting (MC).
If you wanted to make Workers (50s)(MS) in 0 seconds (the table is all about hero attack level required to make anything in 0 seconds), and had max technology (MS, as was specified) you would need a hero attack level of 571.
If you want a picture explanation:
So, the red box is Workers, and the white box is level 10 Military Science.
And what does that mean? 571 is where they cross. With a hero attack level of 571, they can be made instantly at that level of technology.
Here's one more example:
This shows that with max technology (Metal Casting [MC] as was specified) it would take a hero attack level of 1526.
Every value in a crossing of the table is a hero attack level. Find where your technology meets the troops you wish to train instantly and you will see the hero attack level that the mayor of the city in which you want to train instant troops needs to have.
Hopefully there's no more confusion after this. I'm adding more on heroes as I can manage to the main post...
