---On my server; Deep in the woods, live a few players who have multiple accounts. While playing sitars, and some with lips wrapped around pan flutes (like the faeries play), they convince neighboring or powerful alliances to allow one of their accounts in. Once they are accepted, they collect information and after a list containing many alliances info, they wage war with their lv.8+ fortresses, beating on villages and causing tension between the other alliances, by causing friends to fight friends' friends simply because they're bullies... when they weren't. These insurgents disrupt everyone else's diplomatic relations, while strengthening their own. They have also been known to take a position of power in an alliance and act as if they are really helping, but all the while talking behind everyone's back, causing disruption of strength in unity.
---Remember a terrorists 3 main objectives... always. Infiltrate, disrupt & then spread fear/panic. Do you want an insurgent to have high power in your alliance? Especially when it is online and people are easily persuaded because anyone can be anything online. Before you offer John or Jane Doe a position of power, make sure their time online is spent resourcefully in alliance chat. Everyone who signs on at a certain time and sits without speaking for 8 hours should be put under the magnifying glass. Anyone who has a high level fortress and beats on a nearby low-level ummm, community (on a regular basis), especially when the community has no alliance, should be suspected of more than transporting resources across the border, but information as well.
