    1. Recruiting

    I'm not sure what you mean by "recruiting a higher ranked hero". What people focus on is a hero with a base stat of over 65. So "stat" - "level" + 1 = base stat. The higher the better. This doesn't make much difference early on, but when you advance your hero to level 350 for example... that 1 base stat point is worth the experience received from hitting 9 level 10 npc's... and worse as your progress. The best you'll usually find is a base of 69 from the inn. You can then use holy water to redistribute stat points and sometimes get higher on one stat to the detriment of the others (which is fine).

    2. Mayor Benefits

    The benefit of a mayor is as follows:

    ____A. If you have a mayor with high politics, you can build buildings quicker, fortifications quicker, and increase your production from your resource fields.

    ____B. If you have a mayor with high attack, you can train troops quicker. You'll notice most of the decent players on the server level a hero immensely in attack, so they can train ungodly troops very quickly. For example, once your hero has 433 attack, you can build warriors instantly.

    ____C. If you have a mayor with high intelligence, you can research quicker, to improve your troop and mechanics life, speed, resource production, and all sorts of yummy stuff. Even with a decent intelligence hero, the likes of Privateering level 10 can take 300 hours! (save a 30% speed-up item for this one and instantly knock of 90 hours :P) The time it takes without said mayor is too shocking for me to post here. lol.
